Here are some things you can try, you may need to remove your HD from yor
computer to attach to another computer as a slave drive or and external USB
drive:

1 - Test your HD for defects and fix if available use Western Digital Diag

Shut down all applications that use the dll or go to task manager to
forcable shut it down...

You evidentally did have Symantec installed at one time. My advice is if you
do not have it installed then download the Symantec removal tool then see if
that makes a difference.

Not enough info... That would be akin to stating "My car does not start, do
I need a starter"

Uninstall your application then re-install it. Check the manufacturer for
updates...

Just running a AV will not remedy your system of all infections for there
are far too many and different sorts worms/trojans/malware/spyware etc... No
one piece of software will remove everything. Please read

Where did you find the words "Automatic" in anything i stated??? BTW: Human
reasoning is something that should be used in every situation, why would you
think that it should only be used in just this one???
