If the message does not appear in Safe Mode then it is highly likely that it is generated by an item under the Startup tab or under the Services tab. This is probably the result of some virus/malware infection that your virus scanner removed. You now have a program in your startup list that attempts to invoke clelvcpa.dll, even though the file no longer exists.
