file missing IFSHLP.SYS

an old laptop won't boot and gives the missing IFSHLP.SYS msg.
There is no startup diskette, and I don't have access to another winme
machine.

The knowledge base instructions pretty much all have methods done from
Windows, but I can't boot into windows.

I found one KB article that talked about extracting a file (like IFSHLP.SYS
from cab files in c:\windows\options\install.
The extract command seems to need the source cab file specified. How do I
know which cab file has
a specific file?

Any way to get windows to run again ?

I do have the OEM cd's, and I've tried to reload windows, but it always
stops
at 65% completion with SUWIN error, GPF in mod VERX.DLL.
