When I download localspl.dll I always get: No Rights to install that file. What Rights do I need and how do I get them?

Are you asked to overwrite an existing copy of this file?

If a file is being used by another program, you will not be able to overwrite it.

What is the error message you are trying to resolve by installing this file?
When do you get this dll error? Windows start? Only when trying a specific program?
What program is requesting this file? Look for "Program".EXE in error message.

What have you tried for resolving this issue?

"TrustedInstaller" is a framework for creating program installers.
If TrustedInstaller was used for installing a program, the files are "owned" by TrustedInstaller.

You can "take ownership" of a file, to get other rights.

Depending on what the issue is, you might not need to.

Have you tried re-installing the program giving you this error?

Sorry for my bad english.
First Error (in German) is: Das Serverdienst-Leistungsobjekt kann nicht geöffnet werden. Die ersten vier Bytes (DWORD) des Datenabschnitts enthalten den Statuscode.
Second Error: C:\WINDOWS\System32\spoolsv.exe: spooler stops emediately, faulty modul: localspl.dll
and this modul I try to replace.

remove any current printers from system.
Uninstall any current drivers and software. (Edit: Those related to the printer/s)
Unplug printer/s.
Restart computer.
Make sure Windows is up to date using Windows update.

Plug in or install drivers/software according to manufacturers instructions.

What do u mean? Removing all my software and drivers? Or only the ones according to the installed printers?

I did it: Deleted Printers, switched them off, restarted Laptop and looked for updates. In servicesthe spooler is on automatic and is ended(stopped) I started it again, but after a vew minutes it stops again. In the event log it says: -

Sorry I forgot to say, that this trouble started after the Windowsupdate to Version 1903 and its still there in the Update to Version 1909

Remove printers, physically, from computer.
Unplug from computer.

Printers should not be connected to computer in any way.

Then, restart.
Plug back in.
Install according to user manual.
