How to install .dll for a xbox MSP generator?

Hi, its my first time in this topic... 
I want to know how installing a .dll file with application, because i have downloaded a xbox microsoft point generator and I needed to download this RuntimeS.dll
So, i download it and i put it in : C:\Windows\System32...
After, I put: Start and i go in : Run and I put : regsvr32 RuntimeS.dll and clicked on : Ok...
But its say that :
RuntimeS.dll is not an executable file and no registration helper application is registered for that file type.
So I'm desperate and I do not know what to do now

I have Window XP 32bit and for the password of the generator, just put a letter and delete it
