MScoree.DLL error driving me nuts for months, help

Considering re installing windows 7 completely. Every time I try to load Nvidia geforce experience or razer synapse or elgato HD, the error 'windows/system32/mscoree.dll' is either not designed to run on windows or contains an error, try installing again using original installation media or contact sys admin or software vendor for support'

which is weird because my windows version is 64 bit, not sure what to do other than reformat, even tried using this trial version to install it manually, no luck

Have you tried the suggested solution, to re-install Nvidia Gforce experience and the other faulting software?

\Windows\System32\ is the default folder for 64bit dll-files on a 64bit Windows system.

mscoree.dll is a part of Microsoft .NET .

You could try re-installing all versions of .NET framework.

Ive tried absolutely everything to no luck , could it be a hard drive error or should I reformat my PC?
