I keep getting the following message that pops onto the screen quite often at random times.

Name: Windows Host Process (Rundll32)
Publisher: Microsoft Windows
A website wants to open web content using this program on your computer.
Opens outside protested mode. IE's Pro Mode helps protect your computer.
If you don't trust this web site, don't open this program
I have clicked both open and don't open and it still pops up.
What does this mean? How do I keep this from popping up on my screen?

RunDLL32 is a program used for executing specific functions in dll files.
As far as I understand the message, some program or script on a web site is attempting to execute functions locally on your system. This does not feel safe, to say the least.
As it says "If you don't trust this web site, don't open this program".
This could be benign and harmless, but could also be infecting your computer with nasties.
Take a look at all Browser extensions installed. If you do not recognize them, de-activate or remove.
Get an antivirus you trust, and scan your computer.
