insifficient permissions

Hello,
I try to update "msxml3.dll" file on WIN10 and I get back the folowing message.

I started DLL-files.com client as administrator but without any success
what's wrong?

This is after you approve to overwrite an existing file?
Either the file is in use by other programs, or the file has an "owner" that is not your admin account.
What issue regarding msxml3.dll are you hoping to solve by installing this file?
What is the exact and complete error message?
When do you get this error?
Which program is requesting this file? (Look for "program".EXE in error message)
What have you tried so far for solving this error?

I do not have permission to change file permissions.
cpanel: inlandfb
Im trying to change /public_html/modules/mod_jsn_imageshow_free permissions, but it is not under my owner and group. Please change this.
