download zip file.
Extract dll file.
place dll file in same folder as program EXE file, ex. C:\Program Files (x86)\"memo+"\claasc.dll

If this does not help issue, place dll file in 32bit System folder.
For 64bit Windows 7, that would be C:\Windows\SysWOW64\

If you want to register the dll file with regsvr32, start an elevated command prompt.
In the command prompt, start by typing following and press enter:
cd c:\windows\syswow64\
then type the following and press enter:
regsvr32 "fullpathtofile"\"filename".dll

To use regsvr32, be sure you are using an elevated, "Administrative" command prompt.
Make sure to replace "fullpathtofile"\"filename".dll with actual path and filename.

Make sure the program ("memo+"?) is compatible with your Windows version.

Strangely, the program is not installed on my computer. In my computer, on the desktop is a boot file that requires the file. The program was installed on my computer and worked properly.
