File in use when trying to copy vcruntime140.dll

Hello,

Can someone help me with issue i have, i can't run The Sims 4 it shows me error 0x000007b, so i looked online and found solution where i need to copy vcruntime140.dll into syswow64 but when i do that i get notification ''This action can't be completed because folder or a file in it is open in another program'' i looked in task manager and only system files are running in background, i would very much appreciate your help on this one, please
