Issue with D3DX9_39.DLL

Hello everyone,
I have an issue where i installed Leauge of Legends, and the issue came up where D3DX9_39.DLL is missing.
I searched the whole internet and nothing worked.
- downloaded .dll and replaced in SysWOW64 with 64x File
- same for System 32 with 32x File
- Reinstalled game 3 times
- Registry check for administrator rights
- sfc /scannow
etc.
Can someone help
