Hal.Dll Re-Install

I have this file and I need to install it again because it is missing or corrupt... I have it on a Desktop Backup External hard drive. How and what do I need to do to install this to my non-bootable (Windows) Desktop PC...
I know it is missing in the C:\Windows\system32\hal location. How do I get it there or what do I need to do so my pc will boot into Windows Vista Ultimate. Thanks in advance for time and effort.
