I tried to download vcruntime140.dll without any problem.
What error message do you get when trying to download?

It might be that you have tried to download the file through an old download link. They expire after a while to prohibit leechers. So go to https://www.dll-files.com/vcruntime140.dll.html and choose which version you want from that page.
