Dll registerserver not found HELP

i have applied EVERY SINGLE FIX i could find online CMD verification, registry editor enable, antivirus off, repair system files, replace the file in both system32 and syswow64 and it STILL gives me the error whats going on!! this has legit got me about to rip my hair out
