Q5tnetwork.dll error on startup

hello 2 weaks am trying toresolve this problem so if anyone can help i've tried to add dll file in syswow64,unninstaling c++ and isntaling new versiosn i unninstaled all old and unknown programs still nothing works. when pc starts up pop up error says Q5tnetwork.dll file not found error.
