Windows Update Windows XP (KB967715) Re-installs Every Time

Windows Update Windows XP (KB967715) re-installs on my Windows XP Pro SP3
plus latest updates machine every time I shut down. More and more of my
customers are reporting this same issue with Windows Update Windows XP
(KB967715). Re-registering wups2.dll doesn't resolve the issue.

Does anyone have a solution?
