Even though this was written for XP, it should work for Vista:

I ran into the same problem 2 weeks ago on a customers computer. Somehow he
had placed desktop.ini in his startup folder. I deleted it and everything is
fine.

desktop.ini is normally placed there through cusomisation of the folders
