Naming conventions that are like the file you describe are likely
an infection. Boot the PC to Safe mode with Networking and
visit this website.

You've got an existing hijackware infection. Attempting to install an
anti-virus application (i.e., McAfee Security Center freebie from your ISP)
after the fact is NOT going to help (even if you could somehow manage to
install it).
Backup your personal data, then do a format & clean install of Windows.
Please note that a Repair Install (AKA in-place upgrade) will NOT fix this!
After the clean install, you'll have the equivalent of a "new computer" so
take care of everything on the following page before otherwise connecting
the machine to the internet or a network and before using a USB key that
isn't brand-new or hasn't been freshly formatted:

Thanks for your reply. I tried what you suggested and got one virus threat
- c:\windows\systems32\winarps32.exe which was removed. However, I still
cannot download McAfee as it is now saying that there are some files missing,
I have got onto Mcafee again and waiting their reply.

Yes I would be afraid of deleting something that I should not. If I knew
what the thing was called and where to look.
The error happens preinstallation and when McAfee collects the data needed
and then McAfee scans the computer for compatility. It is at this stage that
I get the error.
