Well, if you reinstalled windows and you done a through scan, and nothing
been found that a good news!
About not getting the error again, that need you to practice safe hex and
keep your protection software (which include, anti-virus/Firewall,
Anti-malware) update and run a regular scan/Complete scan.

Config32.exe is probably a virus rather than malware. If you wish to avoid a
repeat run then you need to keep your virus protection up-to-date, stay
clear of suspicious sites and avoid opening EMail attachments sent to you
from strangers. Even those from friends might be dangerous if their machines
are infected!
