OK here's my problem, I tried to install WINDOWS 7 THEME ( I know big
mistake ) after changing these two files
wscui.cpl
wscntfy.dll in C:/ windows system32
I did change these to .old just incase there was a problem but they
aint there now. So I have no controll pannel, and system restore isn't
there either, I have tried in SAFE MODE aswell but this didn't work. I
have now removed all the files associated with the theme.
Please help an idiot.

Try using System Restore to go back in time to a point prior to your
being an idiot.

When you say "System Restore isn't there" does that mean you actually tried
System Restore and it failed or you couldn't find System Restore? If the
latter:
To run System Restore, go to the Start Orb and in the Start Search box type
"System Restore" without the quotes. System Restore will appear in the
Programs result. Click on it, allow the UAC prompt, and follow the wizard.
Disable your antivirus before running System Restore.
If System Restore doesn't work, then you can try running the System File
Checker:
a. Start Orb>Search box>type: cmd [when cmd appears above, right-click it
and choose "Run as administrator"].
b. At the command prompt, type: sfc /scannow [enter]
That should replace damaged or altered system files.

When you say "System Restore isn't there" does that mean you actually tried
