DLL Registration

Hi.when i try to register a dll file by regsvr32 command in command prompt i
receive this warning message:
"IECONTLC.DLL was loaded,but the DllRegisterServer entry point was not
found.
IECONTLC.DLL does not appear to be a .DLL or .OCX file."
how can i successfully register this dll file
