Your computer is either currently infected with malware, or it was
previously infected and the removal procedure left the reference to that
library in the registry.

Is the reg entry something like:
HKLM\Software\Microsoft\Windows\Current Version\Run\
Or HKCU\Software etc etc
If so, open msconfig and look for the entry there. If you find it,
untick the box relating to that entry and restart.

Thank you, that worked OK, I can start PC now with no offending RUNDLL
error message on Start Up. Does make me wonder where on earth it came
from!
