What is "oobec.dll" system file?
My PC became unable to acess to internet (LAN is OK) after some files
quarantined during virus scan!
Few files contracted virus but only one system file is involved:
"Windows\System32\oobec.dll" (contracted Trojan.Vundo-9626)
My PC O/S is Windows XP Pro + sp2.
Virus scanner: CalmWin
I searched some other PC of similar configuration did not have the DLL.
Can the DLL be downloaded and reinstalled and how can I correct the problem?

That seems to be malware, not a Windows file. It's only designated a
system file because it was found in a system folder. Its name is
similar to some actual system files; that's a ploy used to confuse the user.
Here are a few things to try:
Open Internet Options, Connections tab, click "Lan Settings" button,
deselect all.
Flush DNS
Click Start, Run, type CMD and click the [OK] button. Type each of the
following:
IPConfig /FlushDNS [Press Enter key]
ipconfig /release [Press Enter key]
ipconfig /renew [Press Enter key]
ipconfig /registerdns [Press Enter key]
NETSH
Click Start, Run, type CMD and click the [OK] button. Type the following:
netsh winsock reset
Press Enter key
Restart the system
