How do I get the USB port to talk to the Motorola Razr?

I only want to transfer files between PC and phone, but I can't get
Win98 First Edition to talk through the USB port to the Motorola Razr
phone.

A year ago, I used the Italian drivers [wtgenusb.zip] to wake up the
USB port for memory stick applications. That works excellently.

Now, when I first plugged in the phone in the other slot, Win98 asked
for drivers, so went to driverguide and I downloaded
inf_Motorola_V3_Razr.rar and unzipped it to its own directory. Then
the next time asked, I went to that directory and Win98 seemed happy.
Afterwards, Win98 never asks for anything when I plug the phone in,
yet, the USB port has no power, so the phone won't charge.

Then, I downloaded MPTools_4[1].04b_Full_bysoft-best.net.zip, 67MB!!,
installed that and when I run it, I get an Error stating msvcp60.dll
file is linked to missing export MSVCRT.DLL:_crtLCMapStringW. Plus,
under that message is another one that says ...\mPhonetools.exe A
device attached to the system is not functioning

When I checked for MSVCRT.DLL, I found over 3. One in WINDOWS\SYSTEM,
the other with the exact same names, related to other applications,
for example OrCAD Capture.

QUESTION:

How do I get the USB port on my Win98 FE to communicate with my
Motorola Razr?

Actually, if the USB port did nothing but turn on to charge the phone
I would be happy. For special transfers, I have a little used WinXP
sitting next to this PC, so I'm covered for file transfers etc. It's
just I hate the WinXP so much I only use it for some newer
applications and leave it OFF most of the time.
