Windows XP wont start up - USER32.dll not

Windows XP wont start up - USER32.dll not

I was running IE7 and was receiving an error message 0x0eedfade. I decided
to upgrade to IE8, and when the computer rebooted, I can now no longer start
up windows. I had been running windows XP home edition. Since the upgrade
to IE8, each time i start up the computer, the Windows XP screen appears with
the scrolling bar, and then it goes black and nothing else happens. I have
tried pressing and holding F8, and when I attempt to start up wiht the last
known good congifuration, it goes black again. When I attempt to start up in
safe modes, it gives me a blue screen that shows: Stop: C000135 {unable to
locate component} and that user32.dll could not be located.

Is it possible that the upgrade to IE8 caused this? If not, what could
have? This started with the first reboot after the upgrade. Also I have
never run the AVG software.

How can I fix this and get windows to start up? I can't run system restore
because I cant get windows to start up. I cant get a dos prompt to appear
because I cant get a command prompt to appear because when I start in safe
mode it goes to the blue screen.

I have inserted the disk that came with the computer for windows (it is
green, not metalic and shiney like the Microsoft Office CD). But it doesnt
do anything when I restart the computer with the disk installed.

You need to enter the BIOS on pc start-up,set it to boot to cdrom (boot
device
priority,or similiar),install the cd,save & exit BIOS...Also,if you can get
to
recovery console,type: Fixboot Agree,type: CHKDSK C: /R Once thru,type:
EXIT Let xp start-up..

Andrew - Thanks for the help, but what is the BIOS? And how do I boot to
device?

Also, how does one get to the recovery console?
