When I booted up my Win XP computer, I got the following message:
RUNDLL
"Error loading c:\windows\system32\toyutabo.dll
The specified module could not be found."
Then a pop-up window with an advertisement for a Google business popped up
without my opening up IE. Is this a virus? If so, how can I get rid of it?

You don't have any antivirus or antispyware software installed? Once
you become infected the virus infection may prevent you from installing
AV software or it may launch a destructive payload if it detects an
attempt to install antivirus software! Installing antivirus software on
an already infected machine is not recommended, you may need to manually
remove the infection.
Follow the basic instructions here:

if you can make any progress.
I don't offer detailed help for virus/malware removal, just be patient
and someone else who has more advanced knowledge with virus/malware
infections will most likely come by and offer better help.

for the educational reading. I have dowloaded and installed Kaspersky - it
can be installed on more than one computer and my Norton on the other
computer is due to expire shortly.
I will share how the problem was resolved - I belong to Experts-Exchange,
and an expert there had me download and run a program called "ComboFix.exe"
from "BleepingComputer". A log was created which I posted back to the forum
and she had me run a script deleting some .dll files that weren't already
taken care of by the program. ComboFix is a strong program - it created a
system restore point, backed up the reg and rebooted my computer as well as
disconnecting me from the internet. But all seems to be well at this point
so unless it blows up I can consider this thread concluded.
