USB is only a connecting port,same family as a SATA or IDE cable,just
how do you expect that to be a booting agent into xp....Either way,at pc
start,tap the F8 key,select safe-mode,enter xp as administrator,repair the
flaw.

You can use a Linux Live CD. Which has the necessary tools to access
your drive. Knoppix would work. Also, look into creating a XP Recovery

For Linux Live go to www.distrowatch.com
Easiest would be to connect your hosed drive to a working computer
and get it that way.

Are you sure it's W2_32.DLL, or WS2_32.DLL? If it was W2 rather than
WS2, then I'd say the anti-virus was right, it probably was a virus.

You can't borrow a WinXP CD from somewhere, even if it isn't from Dell?
A recovery console is a recovery console, and any XP CD should work, at
least to reinstall this particular file. If you can't borrow one, then
try downloading one from here:
