UXtheme.dll

Hello,
How do I know if my uxtheme.dll is installed correctly?It is in windows/system32; When I first installed it the directions that I was following said to typo something into cmd box. I did it but got no confirmation, and could not exit cmd screen; I had downloaded a disney windows theme which should have changed my desktop taskbar and menue, from " celldrifter " but it did not work. Is there a safe way to do it without having to buy a program? ty Jennifer
