reinstalled windows xp/pro ...missing winmm.dll

I reinstalled windowsxp/pro and it caused an error that won't let me get back into my pc, it says winm.dll wasn't downloaded, sometimes it says lsass.exe can't find winmm.dll...it will only start give that message and restart that over & over, what do I do? thanks ktkc64
