d3dcompiler_43.dll not registering

Recently I've been having issues installing directX, and epic games launcher was having issues launching without it. the d3dcompiler_43.dll was the issue I placed it in System32 and ran regsvr32 d3dcompiler_43.dll, it gave me an error saying "The module "d3dcompiler_43.dll" was loaded but the entry-point DllRegisterServer was not found. Make sure that "d3dcompiler_43.dll" is a valid DLL or OCX file and then try again.

What can I do to fix this? Why is this happening? Is there some way for me to go about this?
