I just reinstalled Windows 10 64-bit and encountered errors when opening some software such as Adobe Premiere and a small game on Steam. Both reported the error:
"The program can’t start because VCRUNTIME140.dll is missing from your computer."
I tried the following methods:
Download the VCRUNTIME140.dll file from DLL-Files.com and copy it to the C:\Windows\System32 folder (and SysWOW64).
Reinstall Microsoft Visual C++ Redistributable 2015-2022 (x64 and x86) from the official Microsoft website.
Restart the computer several times.
However, it still hasn't been completely fixed. Some software is no longer faulty, but some still report the same error.

I had the same issue after a clean Windows 10 install. What fixed it for me was uninstalling all Visual C++ redistributables, rebooting, then reinstalling the latest “Microsoft Visual C++ 2015–2022 Redistributable” both x64 and x86, and also running sfc /scannow from an elevated command prompt to repair system files. Have you tried removing the old redistributables completely before reinstalling?
