error unarc.dll and isdone.dll code -11, -1

Unarc.dll and ISDone.dll error, to install games. I've done many things and nothing resolved, I even formatted the system. I try to register the DLLs in CMD but it says that it cannot be found, can anyone help me?

Turn off anti-virus, it gets deleted in the temp folder.
