Windows installer with no text

Hi.
Running XP Sp3 on all clients.
On some of them, when running msiexec.exe from a command prompt
shows up the msiexec window but....
No text in the title bar
No text in the main window
No text in the OK-button.

Tried misexec /unregister and the /register but no success.

Tried to unregister and register msi.dll but no success.

Tried replacing the files msi.dll, msihnd.dll and msiexec.exe from
a working machine but no progress

Please advice.
