How lucky do you feel? If you don't have your Windows disks, you might
try to boot from a Live Linux CD such as Knoppix. If you can get a
copy of the file you are missing from another Windows machine with
similar version, you might be able to put the file back from a thumb
drive and reboot. No guarantees, though.
At a minimum, you can use the Knoppix disk to back up your data files
to a USB drive or over the network in case you need to start anew...

Bummer.
Now that I look, I see that my kernel.dll file has a modify date of
about a week ago. I wonder if that is one of the files that is backed
up in a System Restore point?

Looks like it is. I went back in, deleted the one I added, and grabbed
the copy from the folder 'dllcache'. Used that instead, and now
everything works just fine.
