Did you copy the dll from dlcache per Jose instructions and rebooted your
machine?
What happen if you opened a run command and typed:
regsvr32 qutil.dll click [OK]
I think your machine compromised and the Trojan took control and preventing
you from performing certain tasks!
http://xraymypc.com/process/Q/qutil.dll is in System 32\dllcache\
