windows xp version 5.1 media center edition. I have McaFee and it is up to
date, I also have Surf Secret and pc tools spyware doctor. The McAfee
Firewall is on. The add /remove worked 2 days ago. I have since had a bout
with "Widows Police Pro" and had to quarentine it.

Not sure where I got directed to use that approach, your method from run
(system root%etc) worked. When I try to open it from control panel I get an
hour glass for about a second, then nothing.

However, since you've been dealing with "Widows [sic] Police Pro" I'd say
you're still seeing the effects of a hijackware infection and you've got
much more work to do.

twice this week. I also ran pc tools spyware doctor, is this not sufficient?

No, that was not sufficient, I can assure you. This type of infection
installs other Bad Guys (e.g., Vundo; SDBot-variants) which few, if any,
anti-virus/anti-spware applications can detect and remove. Moreover, these
infections tend to render all security application useless.
Are you running McAfee Security Center (usually a freebie from your ISP) by
any chance?

Register these DLL's then create and merge a registry file:
1. Close all programs.
2. Open the Run box and enter, one at a time:

4. Save-as ARPFix.reg (or any name + .reg)
5. Double-click or right-click and merge into the registry.
6. Restart your computer.

problem.

I made it through #1 and 2. I entered all the dll's 1 at a time through run.
The rest has me a little confused. I do not know how to merge into
registry editor, nor can I find that in my pc.
I saved # 3, can you tell me exactly how to complete the rest, and do I have
to start all over?

It's easy. Copy the text between the lines, then paste it into
Notepad. Save it as "ARPFix.reg" to your Desktop. Just
double-click the "ARPFix.reg" file to merge it into the registry.
