registerdialog.dll

Hi
my problem is this dll file. When i try to install some of plugins for adobe after effects, at the end of the setting up process there is an error which is "cannot write to destination file C:\Windows\System32\RegisterDialog.dll"
i have searched too many times on the internet. but i havent solved the problem. So i need ur help.
